Stir to combine, and then cover and simmer over medium-low heat, about 20 minutes.
In a large skillet over medium-high heat, brown the ground beef for about 1 minute on one side undisturbed. Then flip, continue cooking, and using a wooden spoon or heatproof spatula to break up the meat into equal-size pieces as it cooks for about 1-2 minutes. Drain excess liquid if necessary.
Add onion, garlic and green bell pepper, cook for about 2-3 minutes.
Add tomato sauce, ketchup, brown sugar, Wosterchire sauce, mustard powder, chili powder, water, red wine vinegar, salt, and pepper. Stir to combine, and simmer over medium-low heat, about 20 minutes. Adjust seasoning with salt and pepper if needed.
Serve on a bun. Enjoy!
