Melt 5 tablespoons of butter in a large pan then add shallots and couscous. Saute for about 10 minutes (until golden) and keep stirring
Add cinnamon stick and bay leaves. Stir often for about 5 minutes
Add broth then reduce heat to low. Cover and simmer until couscous is tender
Stir in Parsley, raisins and salt/pepper to preferred taste. Serve.
